...the best fields for extraction, not to give land away, as was intended & used to be.

I for one am in favour of making it a source of revenue by letting it out.

But confined to grants within certain limits, as the hopes of the Colony are.

There is (2) +20vid. sanctioning precedent.

But there are objections, and I do see that it may obstruct the development of the Revenue.

The Duke of Newcastle and Sir Hercules Robinson are in favour of it.

1 Enclosure.

1.109-

Received applying for instructions regarding the Lease of St. Paul's College grounds, and reporting breach of covenant.

It is with great skill that the Emigration Agent has raised an objection, now that lands on the other side have become valuable.

The Revenue is in difficulties - the Expenditure is liberal.

I would not now insist upon the Condition, as it has the tally of public funds (this is weird the Housing).

On consulting with ..., we are now in favour of it.

Sir,

I find it necessary to submit the following circumstances connected with the Saint Paul's College allotment for the consideration of His Excellency the Governor.

It appears that in the year 1844, the Secretary of State for the Colonies sanctioned grants of Land for Public Institutions, provided they were really effective and substantial.

And it is stated that the College is allowed to have the most extensive render fall in with & train often. Unfortunately, it is of little use.

The matter was brought to the attention of The Honorable W. J. Mercer, Esq., Colonial Secretary, at the same time.
